Since the ban on tenant fees a landlord cannot simply charge a tenant for cleaning at the end of a tenancy. What it can do is claim from the deposit for the property not being as clean as it was at check-in, which is a different thing and turns on the inventory.
So the useful preparation is the check-in report rather than a general standard. A clean measured against the document the deposit will be judged on is worth more than a thorough clean measured against nothing.
