The line most often missing from a cleaning contract is who supplies the consumables. Bin liners, hand soap, paper towels and toilet rolls are a real monthly cost, and two quotes that look a pound an hour apart can be further apart than that once one of them includes them and the other does not.

Either arrangement works. What does not work is leaving it unsaid, because the first time the washroom runs out of soap it becomes a dispute about the contract rather than a trip to a wholesaler. Ask for it as a separate line with a monthly figure against it.
