A loose rug is usually better cleaned off site than in place, because it can be worked from both faces, rinsed properly and dried flat under controlled conditions. None of those is possible on a fitted carpet.
It matters most for the ones that misbehave. Wool, silk and anything with a cotton or jute backing will shrink or brown if they take up water and dry slowly, and taking the rug away is the only way to manage the wetting and the drying at the same time.
